Do Universities look at improvement or consistency?

Yes colleges frequently do look at improvement and consistency. However, most colleges will focus on your junior and senior years. Small inconsistencies may not matter though. But the higher the GPA, the better are your chances of getting admitted, especially with all the low admission rates.
