Is Donovan McNabb still one of the top 10 NFL Quarterbacks?

He is my favorite QB in the NFL and I really hate how Philly treated him(Philly fans agree with me) and I mad how Washington is treating him now. I was wondering, do you guys still think he is hall of fame bound, one of the best QBs active?
