What is this rash, red bumps and little black lines that look like scabs?

There is a rash with lots of little red itchy bumps and among the bumps little black "gummy consistency" lines that look like scabs. Could this be a parasite or is it just a rash? How can it be treated? Already searched Web MD and other medical websites, but couldn't find anything.
